What is this project about?

The Municipality of Lakeshore, with consultant Civica Infrastructure Inc., is completing Phase 2 of the Stormwater Master Plan. The Master Plan for Phase 2 will outline and review the existing stormwater system comprised of a combination of municipal drains and municipal storm sewers. The Master Plan will develop a plan to effectively manage existing stormwater infrastructure and provide recommendations for areas of improvement and accommodating future growth.

The Stormwater Management Master plan is anticipated to be complete by the end of 2023. The study will identify existing and anticipated stormwater needs and develop solutions that respond to these challenges.

Phase 2 of the Master Plan is focused to the remaining portion of the municipality not covered in Phase 1, including ten communities/urbanized areas:

• Comber

• Essex fringe

• Lighthouse Cove

• Ruscom

• Rochester/Deerbrook

• St. Joachim

• Staples

• Stoney Point/Pointe-aux-Roches

• North and South Woodslee

• Tilbury fringe

How can I get involved?

This study is being conducted in accordance with the requirements of the Municipal Class Environmental Assessment, an approved process under the Environmental Assessment Act. The EA process includes extensive public engagement and consultation. Two rounds of consultation are being held, providing opportunities for the public to participate in the study.

There are several ways to participate in the study process and provide feedback to the Stormwater Master Plan:

  • Visit the project webpage at Lakeshore.ca/SWMP2. The project webpage will be updated with study information.
  • Attend Public Information Centres. There will be two in-person information sessions where the public can attend to learn more about the study and provide input.

  • Send comments and sign up to our stakeholder engagement list. The project team will send out emails with key project information, including updates on Public Information Centres. If you would like to receive updates, please sign up to be added to the list by signing up for the Stakeholder Feedback and Engagement Form.

Public Information Centres

Two in-person Public Information Centres (PICs) will be held to provide the public with the opportunity to shape the Stormwater Master Plan. The Public Information Centres will provide an information/progress update and serve as an opportunity for the public to provide comments / feedback.

Stakeholders on the projects engagement list will also be emailed information on the PICs, if you would like to receive emailed updates, please sign up using the Stakeholder Feedback and Engagement Form.

What is the Stormwater Master Plan?

The Stormwater Master Plan is a comprehensive document that will guide the planning and development of Lakeshore. The Master Plan aims to address present issues, develop short and/or long-term solutions, and accommodate future growth and climate change.

What is stormwater?

Stormwater is rainfall and snowmelt that seeps into the ground or runs off the land into storm sewers, streams and lakes.

What is the Study Area?

The study area is the rural portions of the Municipality of Lakeshore which were not covered in Phase 1 of the Project. This includes the urbanized communities of

What is the scope of study?

The study will develop a stormwater servicing strategy that will identify and address present issues, develop short-term and/or long-term solutions, intermediate strategies, and accommodate future growth needs. The study will also recognize the impact climate change and storm intensities have on the existing storm drainage systems.

Does my input matter?

Yes! Receiving ongoing feedback from the public is an integral part of the study that helps ensure the Stormwater Master Plan is meaningful and responsive to the needs and values of the communities, its residents, businesses, and visitors.
