Update: On Tuesday, February 14, 2023 Council hosted a statutory public meeting to hear resident and stakeholder feedback on proposed amendments to Lakeshore’s Official Plan and Zoning By-law dealing with Large-Scale Greenhouse Farms.
Council deliberated and directed Administration to include additional measures designed to eliminate the potential negative impacts of greenhouses such as lighting, odour, and stockpiling of waste. Council also expanded setback distances from settlement areas, updated language to include all commercial greenhouses, and added requirements for community impact analyses.
Council also directed Administration to bring a report describing the scope and estimated cost of a study to consider designating a greenhouse “business park.”

- Read the full Lakeshore Greenhouse Study online or pick up a copy at Lakeshore Town Hall (419 Notre Dame, Belle River) during regular business hours (8:30 AM to 4:30 PM).
- At the meeting on Tuesday, December 13, 2022, Lakeshore Council took a step toward regulating large-scale greenhouse facilities in the Municipality.
- At the December 10, 2019 Meeting, Council passed a motion which directed Administration to bring a report regarding a light pollution by-law related to greenhouses.
- At the December 15, 2020 Special Meeting, Council passed a motion for administration to prepare an Interim Control By-law to study the effects of greenhouse development. The by-law put a temporary halt on greenhouse developments in Lakeshore.
- Interim Control By-law 13-2021.
- Extension of Interim Control By-law 18-2022.
- The Interim Control By-law was extended to March 9, 2023 at the February 15, 2022 Council Meeting.
