At the meeting on February 6, 2024, Lakeshore Council deliberated on several Planning Act matters. As a new addition to Council’s calendar, the meeting was the first of three Planning Act meetings scheduled for Council in 2024.
“Planning items are often some of the most important decisions that come up around the Council table,” said Mayor Tracey Bailey. “These meetings will ensure Council has the time and opportunity to deliberate on critical planning issues that may impact residents and our communities well into the future.”
Council approved an amendment to the municipality’s Zoning By-law to permit the addition of permanent secondary dwellings on farm properties on lots 40 hectares or greater in area.
The amendment addresses inconsistent language and provides clarity on housing for both seasonal and full-time farm workers.
Council reviewed and endorsed modifications to Lakeshore’s Official Plan from the County of Essex. Next, the Official Plan will be presented to the County of Essex for final adoption. The endorsement comes after an extensive public and stakeholder engagement process that began in 2021.
Council considered and endorsed more than 60 suggested modifications.
Highlights of the changes to Lakeshore’s Official Plan include criteria for permitting Accessory Residential Units (ARUs) in residential zones and changes to the phasing of the Wallace Woods Secondary Plan.
Council directed Administration to bring a report to Council to consider amending the Official Plan to allow for minor zoning by-law amendment decisions, including those related to consents to sever surplus farm dwellings, be delegated to Lakeshore’s Committee of Adjustment. The process change could streamline approvals for applicants and the Municipality.
