At the meeting on April 8, 2025, Lakeshore Council approved a Program Charter designed to support the funding and delivery of the 2024 Water and Wastewater Master Plan.
The charter includes investments in permanent and contract-based staffing and the creation of a project team to coordinate over $210 million of water and wastewater infrastructure over the next five years.
“This is all about getting the resources in place to deliver one of the largest infrastructure investments in Lakeshore’s history,” said Mayor Tracey Bailey. “This is a strategic investment with a big pay-off. While the charter will guide our efforts to build the infrastructure, it also focuses on advocacy and the identification of potential funding opportunities to reduce the burden on taxpayers.”
The report to Council noted that the cost of the project team is just over one per cent of the capital costs outlined in the first five years of the Water and Wastewater Master Plan.
“There is an incredible amount of work to do over the next five years, which goes well beyond our planned annual capital spend. The volume and complexity of the work will require a cross-departmental team to ensure we are well positioned to deliver the projects," said Krystal Kalbol, Corporate Leader – Operations, who will lead the team. “The Program Charter will ensure key projects are prioritized to meet Lakeshore’s current infrastructure needs and support future growth.”

Background
- On October 8, 2024, Council adopted the 2024 Water and Wastewater Master Plan. The Plan identifies short- and long-term strategies, initiatives, programs, and infrastructure projects needed to service Lakeshore’s communities. The plan estimated the cost of the near-term infrastructure needs (Conveyance Group 2 and 1) to be $92 million.
- On March 22, 2025, Lakeshore received a nearly $37 million grant, the largest in municipal history, from the Canada Housing and Infrastructure Fund (CHIF) to support the implementation of Conveyance Group 2 and 1.
