The following is a summary of issues and matters that Council dealt with at the meeting held on March 5, 2024. A video recording of the meeting will also be posted at Lakeshore.ca/TV
These highlights are not official minutes of the meeting and are meant solely for general communications. The approved minutes are the only official record of Council Proceedings and decisions.
Council:
- Held a Committee of the Whole education session for a new Procedure By-law for the Municipality of Lakeshore and directed Administration to make amendments to the order of business, posting the agenda to the public earlier, and shortening the deadline to submit petitions.
- Welcomed members of the public to take photographs with Council and Lakeshore’s new Chain of Office.
- Appointed Mayor Bailey as Council representative and Julie Johnston as community representative for the new Essex County OPP Detachment Board (North). This Board will replace the current Police Services Board effective April 1, 2024. Council also recommended a rotation process for the Board’s at-large representative.
- Considered By-law 30-2024 to adopt a Governing Procurement Policy and directed Administration to reduce the threshold to bring procurement items to Council from $500,000 to $100,000.
- Deferred consideration of By-law 25-2024, being a by-law to prohibit and regulate nuisances relating to odours and lighting from the cultivation of plants, pending additional information regarding a maximum level of periodic venting, additional parameters for nuisance odours and set fines.
- Directed Administration to continue discussions with the County of Essex and Provincial Ministries on Official Plan Amendment No. 18 to the Municipality of Lakeshore Official Plan and related Zoning By-law Amendment 2-2023, and report back to Council; and received the update relating to the Greenhouse Business Park for information only at this time.
- Directed Administration to prepare a letter to support keeping the current Woodslee Library hours, to be presented by Mayor Bailey at the next Essex County Library Board meeting.
