Charitable, non-profit and/or religious organizations wishing to host a bingo event in a non-commercial or public venue, with prizes of up to $5,500, require a bingo licence from the Municipality of Lakeshore. Find out more about eligibility and requirements in the information below.

If you have not been issued a lottery licence with the Municipality of Lakeshore, please complete the eligibility form for New Applicants in Step 1. Once you have received approval from the Municipality you may advance to Step 2.
If you have received a lottery licence from the Municipality within the year and do not have an annual eligibility update due, you are a Returning Applicant. Please proceed to Step 2.
If you have completed your lottery event and look to submit your report, please proceed to Step 3.
Step 1: New Applicant
New applicants are required to review and submit the following:
- Lottery Licence Eligibility Form; and
- Supporting documents.
The Municipality will review your application and notify your contact of your organization’s eligibility to conduct a lottery.
The eligibility review could take up to 30 business days to complete. Applications requiring additional information will be returned to the applicant.
Once approved you may continue to Step 2.
Returning Applicant – Annual Eligibility Check
If your charity or non-for profit organization has been conducting lotteries/bingo in the Municipality of Lakeshore within the past year, they are responsible for providing an annual eligibility update. The annual eligibility update must provide Legislative Services - Lottery Licensing with the following:
- Bona fide list of current Board of Directors;
- List of members (if youth sports with birthdates); and
- Year end financial statement.
Step 2: Eligibility Approved Applicants
1. Review the Regular and Special Bingo Licence Terms and Conditions
2. Submit to Legislative Services - Lottery Licensing:
- Completed Application to Manage and Conduct a Bingo Lottery
- Games schedule outlining:
- Bingo Games to be played
- Winning arrangement of numbers for each game
- Value of the prize of each game
- Total value of all prizes for the special bingo lottery
- Price of bingo paper
- Name and address of the premises where the special bingo lottery is being held
- Start and end time for the special bingo event
- Rules of play – all bingo players must be 18 years of age or over
- Lottery licensing fee (3% of the prize board).
- Financial information (an organization must have a lottery trust account as a condition of a lottery licence)
- Name and address of bank or financial institution
- Trust account number
Legislative Services - Lottery Licensing will process your application and issue your licence within 15 days. Incomplete application packages will not be processed.

For in-person service at the Town Hall, 419 Notre Dame Street, Belle River, Ontario, you must book an appointment.
Walk-ins will not be accepted.

Appointments are subject to availability. Please be on time for your appointment or you may be turned away and asked to rebook for another day and time.
You must bring a complete application as applications will not be accepted unless all the required documents are provided. Bring hard copies of all required documents and forms. Digital copies of documents will not be accepted.
Payment can be made once you’ve received confirmation. Payment can be submitted by cheque, cash, debit, credit card or online. Contact Lakeshore’s Legislative Services - Lottery Licensing lottery@lakeshore.ca to obtain a confirmed total and pay online.
If paying by credit card there will be an additional 2.5% charge.

Once your licensed Bingo event has concluded, you are required to submit reports. The report must be filed within 30 days of the event in accordance with the licence terms and conditions.
