Break open tickets (BOTs) are instant win lottery tickets, commonly known as "pull tab" or nevada tickets. Break open tickets:
- are made of cardboard
- have one or more perforated cover window tabs that conceal winning and losing numbers or symbols
- are played by tearing off the cover tabs; and
- also include seal cards and bingo event tickets
The Municipality licenses organizations to sell Break Open Tickets at registered locations such as legions, restaurants and variety stores.

If you have not been issued a lottery licence with the Municipality of Lakeshore, please complete the eligibility form for New Applicants in Step 1. Once you have received approval from the Municipality you may advance to Step 2.
If you have received a lottery licence from the Municipality within the year and do not have an annual eligibility update due, you are a Returning Applicant. Please proceed to Step 2.
If you have completed your lottery event and look to submit your report, please proceed to Step 3.
Step 1: New Applicant
New applicants are required to review and submit the following:
- Lottery Licence Eligibility Form; and
- Supporting documents.
The Municipality will review your application and notify your contact of your organization’s eligibility to conduct a lottery.
The eligibility review could take up to 30 business days to complete. Applications requiring additional information will be returned to the applicant.
Once approved you may continue to Step 2.
Step 2: Eligibility Approved or Returning Applicants
Review the Lottery Licence Terms and Conditions and the Break Open Tickets Terms and Conditions.
Once both terms and conditions have been reviewed, submit:
- A completed Break Open Ticket Application form; and
- Supporting documents
- A lottery licensing fee - $14 per deal.
Submitting Your Application
You can apply for new lottery licences online or in-person.
The Municipality will process and issue your licence within 15 business days. Incomplete applications will not be processed.
You can apply for your new lottery licence on-line, or in-person.
For in-person service at the Town Hall, 419 Notre Dame Street, Belle River, Ontario, Legislative Services you must book an appointment online, below. Walk-ins will not be accepted.

Please be on time for your appointment or you may be turned away and asked to re-book for another day and time, subject to availability.
You must bring a complete application as applications will not be accepted unless all the required documents are provided. Bring hard copies of all required documents and forms. Digital copies of documents will not be accepted.
Payment can be made once you’ve received confirmation. Payment can be submitted by cheque, cash, debit, credit card or online. Contact Lakeshore’s Legislative Services to obtain a confirmed total and pay online.
If paying by credit card there will be an additional 2.5% charge.

Once your license has been issued you are required to submit a final report. The final report must be filed within 30 days after the expiry date of the licence or when all boxes of tickets on the licence are sold. Review the Reporting Requirements prior to completing the report form. A six-month interim report is necessary and at that time can be decided if an extension or amendment to the licence is required.
Please submit:
- Break Open Ticket Report form
- Supporting documents.
Supporting documents should include any relevant documentation relating to your organization’s activities over the reporting period, such as
- Invoices or receipts
- Electronic Funds Transfer (EFT) confirmation receipts
- Bank Statements
- Cheque images (front & back) cleared by the financial institution.
Step 4: Requesting an Amendment or Extension
If you have a Break Open Ticket licence that you wish to amend or extend, please submit the following:
- Organization Request for Amendment/Extension Letter
- Break Open Ticket invoice and summary report from the manufacturer certifying the number of boxes remaining to be shipped under the licence
- Interim Break Open Ticket Report
- Bank statements
- Supporting documents.
